At least 10 Vermont municipalities have adopted some form of a mask mandate in two weeks since the Legislature passed a bill granting that authority to towns. Though Gov. Phil Scott signed the bill into law, he’s repeatedly said he thinks mandates aren’t needed at this stage of the pandemic — and might even be counterproductive and cause division in communities.
