The U.S. House has given its approval to a bill that could lower flood insurance rates for hundreds of Vermont homeowners. A Randolph man who pleaded guilty to charges he kidnapped, sexually assaulted and then killed his 12-year-old niece Brooke Bennett, avoiding a federal death penalty trial, is scheduled to be sentenced in May. New projects on Lake Champlain's waterfront could be starting in the Vermont city of Burlington soon. The Paralympic opening ceremonies are underway in Sochi today.
